The order blocks all property or interests in property within U.S. jurisdiction belonging to persons operating in certain sectors of Cuba's economy or connected with its government. It extends sanctions against those found responsible for human rights abuses or corruption related to Cuba as well as adult family members of designated individuals.
Further provisions suspend entry into the United States for immigrants or nonimmigrants who meet specific criteria outlined in section two of this order unless their entry is deemed in U.S. national interest by relevant authorities.
Foreign financial institutions found facilitating significant transactions for sanctioned individuals may face restrictions such as blocked accounts or stricter conditions on their operations within U.S. borders.
The Secretary of State and Secretary of Treasury are directed to take necessary steps for implementation, including possible amendments or suspensions through official regulations or guidance documents.
Trump concluded by directing agencies involved with enforcement that “all appropriate measures” should be taken within their authority: "Consistent with applicable law, the Secretary of State and Secretary of Treasury are directed...to take all actions necessary to implement this order."
