Cummings Delivers Remarks on Legislation to Return the Postal Service to Profitability

The following press release was published by the House Committee on Oversight and Reform on Sept. 26, 2011. It is reproduced in full below.

WASHINGTON, D.C. -- Congressman Elijah E. Cummings, Ranking Member of the House Committee on Oversight and Government Reform, will deliver remarks at two community events tomorrow (TUESDAY) to encourage Congress to consider his comprehensive legislation, providing the U.S. Postal Service with the necessary latitude to make innovative structural changes to enable it to continue to deliver for decades to come.

The first event will be a press conference at noon, supporting the National Day of Action to Save America’s Postal Service. That press conference will feature Representatives Cummings, Dutch Ruppersberger and John Sarbanes, along with representatives of several postal worker organizations. The event will be held at the Baltimore Teachers’ Union.

Later that day, Cummings will deliver remarks at a rally sponsored by the National Association of Letter Carriers, held at his office in Catonsville at 4:30 p.m.

At both events, Rep. Cummings will address H.R. 2967, the Innovate to Deliver Act of 2011, which he introduced with Congressman Stephen Lynch, to address the Postal Service’s current financial challenges. The bill implements reforms in three core areas: profitability, personnel, and performance. The bill includes provisions to allow the Postal Service to function more like a business and reduce the restrictions that have hindered its ability to respond effectively to a changing market.

“Our legislation will fundamentally change the Postal Service’s business model so it can thrive in a changing marketplace," Cummings said. “Unlike other proposals that merely slash services, personnel, and facilities, our bill allows the Postal Service to return to profitability while honoring commitments to workers and preserving quality service."
