Neal Statement on the Passing of Ed Kleinbard

WASHINGTON, DC - Ways and Means Committee Chairman Richard E. Neal (D-MA), who also serves as Vice Chair of the Joint Committee on Taxation (JCT), released the following statement on the passing of Edward D. Kleinbard, former Chief of Staff of the JCT:

“Ed was a renowned tax academic and practitioner. He spent over 20 years as a tax lawyer in private practice, becoming one of the leaders of the tax bar. From 2007 to 2009, he served as Chief of Staff of the Joint Committee on Taxation. After leaving government service, he was appointed professor of law at the University of Southern California.

“Ed was an expert on corporate taxation whose work on profit shifting and ‘stateless income’ influenced policy around the world. But more importantly, he argued passionately that taxes are not the end goal of government, but instead a means to fund social welfare programs and public investment that make our country stronger. I extend my sincere condolences to his family and loved ones during this difficult time."
