On Thursday, July 21, 2022 at 9:00 a.m. ET, Rep. Gerald E. Connolly, Chairman of the Subcommittee on Government Operations, will hold a hybrid hearing to examine the necessary actions to recruit and retain top talent in the federal government and to rebuild, strengthen, and transform the federal workforce to meet the needs of the country in the 21st century.
The COVID-19 pandemic upended traditional expectations of work across every sector and prompted federal agencies to rapidly adapt to changing circumstances in creative ways. The pandemic also forced agencies to confront outdated workforce policies and legacy information technology systems that were unprepared to facilitate effective remote work.
In a highly competitive job market, federal agencies face a tough task to find and recruit talent to the civil service. To attract a new generation of leaders to the federal government, Congress and the Biden Administration must re-examine flexibilities, like telework, family leave, mental health services, and other policies that support a work-life balance.
In November 2021, the Biden Administration released a blueprint for the President’s Management Agenda (PMA), which highlights the need for a robust system to hire, retain, and develop the workforce needed to deliver agency missions. This hearing will examine how Congress can support efforts to attract top talent to government jobs, foster a resilient workforce, and build the next generation of federal employees.
