Cincinnati -- The U.S. Department of Energy (DOE) today issued a Draft Request for Proposal for the Central Plateau Cleanup Contract, to perform work to meet specified End States (the successful completion of environmental cleanup activities) to achieve measurable results towards completion of the DOE-Office of Environmental Management mission at the Hanford Site by accomplishing the maximum amount of environmental cleanup within the 10-year period of performance (if the option is exercised) and at the best value to the U.S. taxpayer. The total estimated value of the contract is up to approximately $6.5 billion over a period of up to ten years, including an option period. The current Plateau Remediation Contract at Hanford is held by CH2M HILL Plateau Remediation Company and will expire on Sept. 30, 2019.
DOE anticipates awarding a contract that includes cost-reimbursement, cost-plus-incentive-fee, and indefinite-delivery indefinite-quantity contract line items. The Draft Request for Proposal provides for full and open competition and includes requirements for meaningful work to be performed by small businesses.
The purpose of the Draft Request for Proposal is to solicit input from interested parties to assist DOE in developing a Final Request for Proposal. DOE invites all interested parties to thoroughly examine the Draft Request for Proposal and the accompanying procurement website and to submit comments to DOE.
Additionally, DOE plans to conduct a pre-solicitation conference, including a site tour and one-on-one meetings with interested parties the week of Oct. 15, 2018. The contractor selected for the Central Plateau Cleanup Contract will provide services for the transition from the current Plateau Remediation Contract (PRC) to the CPCC and will perform End States that may include; Deactivation, Decommissioning, Decontamination, and Demolition (D4) of facilities and remediation of waste sites; management of transuranic (TRU) waste; preparation of Resource Conversation and Recovery Act (RCRA)/Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) decision documents to support cleanup actions associated with the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) (TPA); closure of underground waste storage tanks; and additional
environmental cleanup tasks.
