In a memo addressed to House GOP colleagues, U.S. Representative Chip Roy (R-TX) outlined the main points of the party’s proposed "Limit, Save, Grow" Act, highlighting the urgent need to "hold the line for hard-working Americans against a woke and weaponized government.”

The memo emphasized a contrast between the Republican agenda, which Roy says is focused on fiscal responsibility and individual freedom, and the Democrats' push to avoid a stalemate on raising the government’s spending limit while maintaining current spending levels and programs.

Roy's memo highlighted key issues and messages he encouraged  Republicans to emphasize as negotiations continue over whether to raise the debt limit.  This includes “slashing inflationary spending,” by $1 trillion next year and $5 trillion over a decade, according to the memo.

According to Roy, "We want to cut funding for the woke federal bureaucracy... Democrats want to expand it."

His memo also argued for supporting “reliable" energy over renewable energy, or what he described as "unreliable energy subsidies for the wealthy elite and corporations.”

Roy compared the Biden Administration’s student loan forgiveness plan as unfair to most Americans. "We are fighting for the plumber with no student loans and the veteran that sacrificed for the nation... Democrats are bailing out people with master's degrees in gender studies.”

His memo stated that 87 percent of Americans do not have outstanding student loans, and he cited a Brookings Institute study that claims 56% of debt is held by households with graduate degrees.

Roy also stated that the "Limit, Save, Grow” Act would help restore Congress’constitutional role as the sole architect of regulations.  He wrote in the memo, "We are fighting to reassert Congress' role... Democrats want to empower faceless bureaucrats."

The memo also addressed reforms included in the Republican-led debt-limit bill relating to discretionary spending, IRS expansion, executive power, welfare work requirements, and un-obligated COVID spending.
