The House Judiciary Committee and its Select Subcommittee on the Weaponization of the Federal Government have released an interim report titled "Censorship's Next Frontier: The Federal Government's Attempt to Control Artificial Intelligence to Suppress Free Speech." This report examines potential threats to the development of artificial intelligence (AI) and highlights risks to free speech linked with federal involvement in AI.
According to the findings, AI provides government officials and intermediaries working with the government the capability to monitor and censor speech on a large scale. The report warns that government control over AI training data, algorithms, and outputs could result in biased or inaccurate AI-generated content. It also notes that regulations restricting private use of AI for expression could hinder AI development.
The report criticizes the Biden-Harris Administration for allegedly pressuring AI developers to censor new models and funding tools for AI-powered censorship. Additionally, it points out that some U.S. policymakers are considering adopting strict European Union-style regulations on AI.
To safeguard free expression, the report suggests Congress adhere to four principles: avoid government involvement in decisions about algorithms or datasets related to misinformation or bias; refrain from funding research tied to censorship; prevent foreign collaboration on AI censorship regulation; and resist unnecessary regulation that could give the government undue influence.
