William S. Thompson U.S. Attorney | U.S. Attorney for the Southern District of West Virginia
Heather Danielle Dunbar and David Anthony Lacy have pleaded guilty to federal drug charges in Beckley, West Virginia. Dunbar, aged 37 from Terry, admitted to distributing methamphetamine as part of a drug trafficking organization that operated within the Southern District of West Virginia. Lacy, aged 52 from Beckley, pleaded guilty to using a communication facility for facilitating a drug trafficking offense.
Court documents reveal that on October 17, 2023, Dunbar sold one ounce of methamphetamine for $320 to a confidential informant at the residence of co-conspirator Tilford Joe Bradley Jr. in Beckley. She further confessed to additional transactions involving methamphetamine and fentanyl. On June 28, 2023, law enforcement executed a search warrant at Bradley's residence where they found controlled substances and paraphernalia indicating distribution intentions.
Dunbar admitted collaborating with Bradley in distributing drugs throughout April and May 2024. During this period, they discussed various drug transactions over intercepted phone calls. Similarly, Lacy acknowledged receiving cocaine base from Bradley for redistribution in April 2024 and making phone calls discussing these transactions.
Sentencing for Dunbar is scheduled for May 22, 2025; she faces up to 20 years in prison along with fines and supervised release conditions. Lacy will be sentenced on May 29, 2025; he could face up to four years in prison among other penalties.
Tilford Joe Bradley has also pleaded guilty earlier this month related to possession with intent to distribute methamphetamine. All three individuals are among twelve indicted on charges linked to drug distribution conspiracies within the Southern District of West Virginia from June 2023 through May 2024.
The case was announced by United States Attorney Will Thompson who praised the efforts of the FBI, ATF, and local law enforcement agencies involved in the investigation under the Department of Justice’s Organized Crime Drug Enforcement Task Force (OCDETF). This task force aims to dismantle significant drug trafficking organizations threatening public safety.
United States Magistrate Judge Omar J. Aboulhosn presided over the hearings with Assistant United States Attorney Andrew D. Isabell prosecuting the case.
