Marc H. Silverman, Acting United States Attorney for the District of Connecticut, announced that Travis Tilley, 41, from Naugatuck, has pleaded guilty to possession of child pornography. Tilley waived his right to be indicted.
Court documents reveal that in 2019, Tilley was convicted in state court for risk of injury to a child and possession of child pornography. He was released from state custody in August 2022 and began serving a 15-year probation term.
On March 9, 2023, state probation officers conducted an unannounced visit to Tilley's residence. They seized his laptop and flash drive. Analysis showed he used prohibited software and accessed sites with sexually explicit material. It also revealed encrypted communications and membership in chat rooms focused on child pornography. The devices contained two videos depicting sexual exploitation of prepubescent children and about 60 images of AI-generated child pornography.
Judge Dooley scheduled sentencing for June 6. Tilley faces a mandatory minimum sentence of 10 years and up to 20 years due to prior convictions.
Tilley has been detained since his arrest on March 28, 2023.
The investigation was conducted by Homeland Security Investigations with assistance from the Connecticut Court Support Services Division – Adult Probation Services and the Westport Police Department. Assistant U.S. Attorney Daniel E. Cummings is prosecuting the case with help from the Office of the State’s Attorney for the Judicial District of Waterbury.
This prosecution is part of the U.S. Department of Justice’s Project Safe Childhood Initiative aimed at protecting children from sexual abuse and exploitation.
