Ramon Randall of Washington, D.C., faces charges in the Superior Court of the District of Columbia for one count of felony second-degree theft. The indictment, announced by U.S. Attorney Edward R. Martin, Jr. and Metropolitan Police Department Chief Pamela Smith, is linked to incidents at a CVS store on March 12, 2025.

Randall's indictment occurred on April 9, 2025, with arraignment set for April 29.

Government evidence indicates that on March 12, the defendant entered the CVS at 2009 8th Street NW with a reusable bag. The store manager witnessed Randall placing various items in the bag and contacted the police. Upon arrival, officers observed Randall moving suspiciously within the store and attempting to exit without paying. A familiar officer stopped him as he tried to leave. Randall protested, “I ain’t left the premises!” The officer returned items to the store manager, including toothpaste, socks, and other merchandise valued at $133.27.

Due to Randall’s previous theft convictions, he faces enhanced penalties, including a mandatory minimum of one year in jail for each theft count upon indictment.

The Metropolitan Police Department, in conjunction with the U.S. Attorney’s Office for the District of Columbia, investigated the case. Assistant U.S. Attorney David Liss will prosecute.

The indictment represents an allegation, and the accused remains innocent until proven guilty in court.
