A separate lawsuit by the Campaign Legal Center argues that the map improperly divides 12 counties and violates redistricting norms by not minimizing such divisions. Their legal stance is based on the claim that only seven county splits would be necessary to maintain population equality under an eighth-district system. According to the Campaign Legal Center, this malapportionment weakens voting power in certain districts, particularly District 3.
