Subcommittee seeks funding for digital upgrade of congressional flag order system

The Subcommittee on Modernization and Innovation has put forward a request for funding from the Modernization Initiatives Account (MIA) to develop FlagTrack 2.0, an updated system aimed at improving how American flags flown over the Capitol are ordered and tracked for constituents.

FlagTrack 2.0 is designed to connect several offices involved in the flag request process, including the Architect of the Capitol's Flag Office, House Mailing Services, and the House Office Supply Store. The planned improvements would allow staff to manage requests more efficiently by processing checks and refunds digitally instead of using paper forms. The new system would also give members of Congress the choice to have flags shipped either back to their offices or directly to constituents. In addition, a public-facing portal will let constituents track their flag requests online.

"FlagTrack 2.0 will simplify and streamline the process of getting flags flown over the Capitol to constituents," said Chairwoman Stephanie Bice. "This new program improves communication and brings the flag request process into the digital age."

"Flag requests are a meaningful way for constituents to honor special events, ceremonies, and celebrations with American flags that have flown over the Capitol," said Ranking Member Norma Torres. "Updating FlagTrack would allow constituents to track their flag requests, allowing the American people we represent to be part of the operation, as well as help simplify the process for both constituents and House staff."

The MIA was created under legislation passed in fiscal year 2021 to support projects that modernize operations in the U.S. House of Representatives. Funding for this initiative must still be approved by both the House Appropriations Legislative Branch Subcommittee and the full House Appropriations Committee.
