Chairman Garbarino addresses evolving security threats at annual House Homeland Security hearing

House Committee on Homeland Security Chairman Andrew R. Garbarino delivered the opening statement at the committee’s annual Worldwide Threats hearing in Washington, D.C. The hearing featured testimony from Department of Homeland Security Secretary Kristi Noem, National Counterterrorism Center Director Joseph Kent, and Federal Bureau of Investigation National Security Branch Operations Director Michael Glasheen.

In his remarks, Garbarino highlighted the significance of the hearing and noted its annual nature. He stated that the committee expects to hold a similar session in September 2026 to coincide with the 25th anniversary of the September 11th terrorist attacks.

Garbarino acknowledged scheduling challenges due to what he described as a “record-long Democrat shutdown” but emphasized expectations for future participation by key security officials. He said, “The Department of Homeland Security and this Committee were created following the attacks on September 11th and bestowed with the responsibility to secure the homeland from threats and keep Americans safe.”

He commended agency efforts, stating: “I want to commend all three of you – the border is secure, the flow of drugs is slowing, and violent criminals are being taken off the streets. America is once again a symbol of global strength.” However, he cautioned against complacency: “It is not time to take a break, it is time for action. We cannot succeed in our collective homeland security mission without working together, collaborating, and striving for better. The threats we face are persistent and ever-changing.”

Garbarino discussed changes in national security threats over time, noting shifts toward cyberattacks and online radicalization. He referenced recent developments: “Just a few weeks ago, we saw the first mainly-autonomous artificial intelligence conducted cyber-attack. The AI threat is no longer something out of a far-away science-fiction movie.”

He credited recent administration policies for reducing illegal border crossings: “In less than one year, the Trump Administration has delivered historic results in securing our borders and dismantling transnational criminal networks... Compared to last year, nationwide border encounters have plummeted nearly 80 percent.”

Garbarino also pointed to upcoming large-scale events such as the 2026 FIFA World Cup and 2028 Olympic Games as potential security challenges requiring coordinated government efforts.

He concluded by emphasizing shared goals: “We all share the same goal – keeping Americans safe regardless of the threat. I look forward to the witnesses’ testimony today and hope we can work together to ensure we achieve this common goal.”
