Chairman Ezell addresses Coast Guard readiness and modernization challenges in hearing

As Congress, we must ensure that the men and women of the Coast Guard are equipped with the tools and resources they need to safely and effectively do their jobs," he said.

The chairman discussed Congress's recent passage of the One Big Beautiful Bill Act, which allocated nearly $25 billion to address underinvestment in the Coast Guard. He noted this funding represents about 15 years' worth of annual procurement funding intended to modernize aging vessels and infrastructure. However, Ezell raised concerns about delays and cost overruns in major acquisition projects such as the Polar Security Cutter and Offshore Patrol Cutter programs. He also pointed out issues with aviation asset modernization, including early retirements of MH-60s and C-27s.

Ezell criticized the Coast Guard for failing to submit required yearly Capital Investment Plans and Major Acquisition Reports, stating these reports are mandated by law but have not been delivered as required. He referenced a report due under the Coast Guard Authorization Act of 2025 that has yet to be received.

Looking ahead, Ezell mentioned Force Design 2028, a modernization effort aimed at expanding capabilities through new technologies while improving acquisition processes. "I can only hope the Service’s vision is matched with a budget request to support it," he said. Ezell concluded by expressing optimism about leadership efforts toward an improved Service: "I am optimistic that you and Admiral Lunday will set a course for an improved and strengthened Service that will be well-equipped to support the American public."
