House Budget Committee Chairman Jodey Arrington published an op-ed in The Dallas Morning News on Mar. 26, presenting a framework to reduce federal deficits to 3% of gross domestic product (GDP) as a way to guide the United States toward fiscal balance.

The proposal comes amid growing concern about the rising national debt and interest payments. The House Budget Committee is responsible for overseeing federal spending and developing budget resolutions that promote fiscal responsibility, according to the official website. Arrington said that reducing deficits to this level would stabilize debt relative to the economy and avoid further economic risks.

In his op-ed, Arrington wrote, "The sirens are blaring. Our government now spends more than $1 trillion a year on interest payments just to service our national debt, which will surpass $40 trillion this year." He added that experts like Ray Dalio have warned of a "debt-induced heart attack" if action is not taken soon. Arrington continued, "While Washington may not yet have a plan, there is a clear, economic life-saving target we should pursue: reducing federal budget deficits to 3% of GDP." He also noted bipartisan support for setting this benchmark by 2036.

Arrington emphasized the need for practical goals over what he called unrealistic ambitions: "If you set impractical goals, you end up going nowhere. It’s time for a paradigm shift toward implementing a pragmatic and objective approach..." He explained that achieving this target would require discipline in discretionary spending, pro-growth policies and entitlement reform. Last year’s Congressional actions eliminated $1.6 trillion in waste, fraud and abuse—an effort he described as historic but insufficient alone.

The House Budget Committee includes members from key committees such as Ways and Means and Appropriations according to its official website. It has played an influential role through tools like the reconciliation process according to its official website, collaborates with the Congressional Budget Office for independent analyses according to its official website, and prepares annual budget resolutions with guidelines for spending targets according to its official website.

Arrington concluded his message by stating: "We cannot reverse our curse of public debt overnight. But we can unclog the arteries...and leave our children and grandchildren a country worth inheriting."
