Chairman Westerman welcomes U.S. Rep. Downing to House Natural Resources Committee

U.S. Representative Troy Downing of Montana was appointed to the House Committee on Natural Resources, Chairman Bruce Westerman announced on Mar. 26.

The appointment is seen as significant for Montana, a state with extensive natural resources and ongoing debates over land management and energy policy.

The resolution was signed into law by President Trump on December 11, 2025.

In addition to this legislative effort, Downing has introduced eight bills under committee jurisdiction during the current Congress, including H.R. 725 (the Crow Revenue Act). He has also co-sponsored other notable bills related to natural resources such as H.R. 1897 (the ESA Amendments Act of 2025), H.R. 845 (the Pet and Livestock Protection Act), and H.R. 556 (the Protecting Access for Hunters and Anglers Act).
