Tim Scott emphasizes role of Defense Production Act in U.S. security

Senate Banking Committee Chairman Tim Scott (R-S.C.) has underscored the significance of the Defense Production Act (DPA) in safeguarding national security and maintaining critical supply chains. Speaking in Washington, D.C., Scott highlighted the need for the DPA to focus on defense production, emergency preparedness, and protecting domestic supply lines.

In his opening remarks, Scott stated: "I’m starting today’s conversation on the Defense Production Act by highlighting that this Act is a vital tool for protecting the American people and securing the economic foundations of our national defense."

The DPA was initially enacted during the Cold War to enhance domestic industrial capacity during emergencies. Over seven decades, it has empowered presidents from both parties to address urgent security needs effectively.

Scott noted that current threats are more complex and economically driven than before, citing issues like adversaries weaponizing supply chains and reliance on foreign sources for critical materials. He emphasized: "The DPA gives us the authority to meet these challenges head-on."

As chairman, Scott believes maintaining a focused and agile DPA is crucial for national security. He remarked: "That means keeping the DPA tightly tailored to the purposes for which it was created: defense production, emergency preparedness, and the protection of critical domestic supply chains."

He stressed supporting the defense industrial base through investments in munitions manufacturing and advanced technologies while securing economic supply lines essential to national interests. The COVID-19 pandemic highlighted vulnerabilities in relying on foreign nations for life-saving medicines.

Scott also acknowledged past uses of the DPA in disaster relief efforts and increasing PPE production during COVID-19 as aligning with its original mission.

He concluded by expressing gratitude to witnesses contributing insights necessary for responsible reauthorization of the DPA: "If we remain focused and principled, we can ensure the DPA continues to protect the American people, bolster our defense readiness, and secure our strategic supply chains for decades to come."
