Risch, Cardin Announce Joint, Bipartisan Congressional Resolution Calling for a Special Envoy to Sudan

On the Hill

U.S. Senators Jim Risch (R-Idaho) and Ben Cardin (D-Md.) have introduced a joint, bipartisan resolution in the Senate calling for a high-level special envoy to help bring an end to the conflict in Sudan. The resolution, which will also be introduced in the House by Representatives Michael McCaul (R-Texas) and Gregory Meeks (D-N.Y.), aims to address the dire situation in Sudan and prevent further suffering and destruction.

Ranking Member Risch emphasized the importance of not overlooking the crisis in Sudan amidst global focus on other conflicts. He stated, "This bipartisan and bicameral resolution clearly states that the United States, alongside our allies and partners, must take strong action to end the conflict in Sudan. This includes helping the Sudanese people reclaim their country, delivering vital humanitarian aid, and preventing a full-scale genocide in Darfur."

Chair Cardin echoed these sentiments, emphasizing the urgent need for action to save lives and end the conflict in Sudan. He stated, "It is imperative that the United States join with partners and allies to put in place a mechanism to protect civilians from further atrocities and press all sides to lay down their arms." Chair Cardin also highlighted the need for accountability, stating that those who have committed crimes must be held to account.

The resolution calls on the administration to respond urgently by appointing a high-level United States Special Envoy for Sudan. It also calls for the development of a comprehensive strategy for sanctioning the Sudan Armed Forces (SAF), the Rapid Support Forces (RSF), and actors involved in supplying arms to belligerents. Additionally, the resolution urges the administration to facilitate international investigations into atrocities to support accountability. The resolution also emphasizes the importance of working with international partners to collectively achieve peace in Sudan.

The joint resolution introduced by Senators Risch and Cardin sends a clear signal to the administration about the urgent need to revise its Sudan policy, both in terms of personnel and strategy. The resolution highlights the ongoing and escalating violence in Sudan, as well as the country's history of genocide, and calls for immediate action from the United States and the international community before more lives are lost.

As the resolution moves forward, it is hoped that the appointment of a high-level special envoy and the implementation of a comprehensive strategy will help bring an end to the conflict in Sudan and support the Sudanese people in their aspirations for a democratic government. The resolution serves as a reminder that the world must act urgently to save lives and prevent further atrocities in Sudan.
