Congressman Brett Guthrie, Chairman of the House Committee on Energy and Commerce, and Congressman Richard Hudson, Chairman of the Subcommittee on Communications and Technology, have announced a hearing to address legislative improvements for public safety communications in the United States.
The hearing is scheduled for Tuesday, December 16, 2025, at 10:15 AM ET. It will take place in Room 2123 of the Rayburn House Office Building. The session will be open to both the public and press and will also be available via livestream at energycommerce.house.gov.
“Emergency communications are the backbone of police, fire, and emergency medical services,” said Chairmen Guthrie and Hudson. “Modernizing and strengthening these operations are critical to improving public safety in both urban and rural American communities. We look forward to evaluating the ways we can better equip first responders to safely and effectively do their jobs.”
The Subcommittee on Communications and Technology will review several bills during this hearing. These include:

- H.R. 5200, Emergency Reporting Act (introduced by Representatives Matsui and Bilirakis)
- H.R. 5201, Kari’s Law Reporting Act (introduced by Representatives Matsui and Bilirakis)
- H.R. 2076, LuLu’s Law (introduced by Representative Palmer)
- H.R. 1094, Amateur Radio Emergency Preparedness Act (introduced by Representative Pfluger)
- Mystic Alert Act (to be introduced by Representative Pfluger)
- H.R. 1519, Public Safety Communications Act (introduced by Representative Cammack)
